The townhome we rented was a single family home and did not share common pipes other than the main sewer line that all homes tied into. No different than a regular housing community.. but we are talking about a planned community, with and HOA and association.
Apartments and condos that are multi level generally do share plumbing... and can have both an HOA and association.

Let me repeat, condominiums are COA, not HOA. Condominiums are governed in Florida by state statutes 718 and HOA are under 720. Google it.
