Apartments and condos that are multi level generally do share plumbing... and can have both an HOA and association.
Let me repeat, condominiums are COA, not HOA. Condominiums are governed in Florida by state statutes 718 and HOA are under 720. Google it.

And I repeat, even in Florida condo communities often have both.
