I have been in my apartment for 19 years now. Recently, there are times where my one of my neighbors smokes weed, I detest the smell and one day every week another one cooks food so powerful, I literally gag. Smells like death. I swear the neighbor is cooking bodies. So I had been putting a incense stick in the hallway to try and mask the horrid odors. I place the stick in a wooden incense burner. I keep my eye on it. So get this another neighbor this time puts it out, with a note demanding to stop, fire hazard notice. I can't tell others what to do about the odors, they cause or how to live their life. What can I do about the odor? It always seeps into my unit. Moving is out. I love it over here as you can see. Nor can I afford to.
It's probably not OK to burn incense in your own space. Check your lease , which probably forbids it. At the very least, you can expect to pay for the smoke damage to paint when you move out.
The stink of marijuana is causing a lot of complaining by neighbors in states where it has been legalized.
There is probably nothing your landlord can do about stinky food. Origin and nationality is a protected class and ethnic food really falls under the nationality protection.
The pot smell... well, it depends. Does your lease have a no smoking clause? Is marijuana legal in your area? If it is against the law, you could try calling the police and filing a complaint. Don't get your heart set on them responding to the problem.
You can send a written complaint to your landlord but it is going to be difficult for him to do anything about it.
If the stinky meal smells like cat pee, try filing a complaint to the local drug squad that it smells like the neighbor is cooking meth. Probably all that will do is to make the neighbor mad at you, but if (maybe) the landlord would like to get rid of the stinky tenant, he can evict them if there are enough police reports about their behavior.
I think you are in a bad position and not too much can be done about it.
Here's a trick that occasionally works but only if you are in a state where marijuana is still against the law.
When you see the neighbor outside, go up and ask them why the police have come around asking you about them? Say the police have been to your house three times now, asking about the neighbor.
Look concerned about the neighbor.
If the neighbor is doing illegal drugs, they might be paranoid enough to move out.
Every time you smell it knock on their door and tell them you also consume and ask them to share. Do that a few times and after not offering any of your own to share they will make sure you you no longer smell it and will do everything they can to avoid you coming to their door. Don't listen to the advice on calling the cops. The person(s) will eventually figure out who's calling the cops and you may face retaliation not only from them, but from others you don't know about.
Or you could just (and I know this is crazy) try talking to them, let them know it bothers you and see what happens. More often than not, people will respect others space if they know they are doing something that bothers others.
The incense burning in the hall sounds dangerous. Get an air purifier and an essential oil diffuser for your apartment.
