I think that is the best solution. I'd be more worried about problems with a landlord than a neighbor. Hopefully a condo will allow you to have the dog you want.

I think you would have had an easier time if you had brought in the ESA dog when you first started renting there, not try to bring it in years after being there. But aside from that, I understand about anxiety disorders and I think you should think long and hard about the responsibility of taking care of a new pet. You will have to take it out for walks several times a day, yes in the snow, the heat and humidity... are you prepared to take it out, several times a day, every single day? Their food, vet bills, all can be very expensive. Also, with germ OCD, you could possibly have a problem with the dog's germs and dirt on it, picking up it's poop, etc. Also, what breed of dog will you get?

As already posted, talk this over with your psychiatrist before making an impulse decision as big as this one (could be for the next 15 years)

they allow cats i live next to a women who has two cats never knew cats could jump around so much. i can here them playing sometimes

If you can hear your neighbor’s two cats, goodness knows how much noise your dog would make.
