Is this pretty typical of rental homes to not include blinds? I have found that most rentals I have seen have them, but the last few I have seen don't have any at all.
I dunno, but I can see why that would be the case. Back when I was managing my in-laws’ rental properties, blinds took a beating. You almost had to consider them a replacement item before moving a new tenant in, and that ain’t cheap.

It seems to be a tip off to declining quality (LL or neighborhood).

Every place I rented had the traditional vinyl or aluminium mini blinds. Aside from one, they weren't high end places.
That said, I don't think I'd be turned off by a lack thereof if the neighborhood/unit was what I wanted. And, I can see why a LL would say, "I'm not providing them anymore." They get easily dirty, easily broken, etc. And it's easy enough to hang a curtain that looks nicer anyway.
We supply the blinds in our rental units. Since they're older buildings, it's easier and cheaper to replace the blinds than it is to repair/patch/paint the 50 holes tenants manage to make in the woodwork when hanging up something.
