What if you assure them it won’t increase the rent right away and you’re only doing it for the improvement of the house and you don’t want things to look 40 years old?
That wouldn't make me more likely to go along if I was your tenant. Even if you didn't increase the rent right away, I'd look at this move as an effort by you to increase the rent at some point on account of the upgrades.
What if tenants are asking for new flooring to renew?
Probably not. You can't replace flooring without removing every stick of furniture and every personal possession out of the rental. So, if the tenant isn't happy with the flooring, they can move. It's not like there aren't a hundred other tenants eager to move into that rental.
If the flooring was OK when they moved in, and it is not OK now, it is probably because the tenant damaged it. Tenants who damage flooring don't get new flooring.
(the exception being long term tenants who have been there 20 years and are taking good care of the house and paying full market rent on time, while being pleasant to work with)
OP I would go for the improvements. Most tenants would appreciate it. I been here 10 years in that time had New Flooring install, New Ref, New Roof New Handicap commode & furnace & Much much more. I been here 10 years things get old out dated. So dont go blaming the tenant!

They have been there 4 years but carpet is due to be changed.

What flooring did you have and what flooring did they put in?
When I move in Carpet Bedrooms, Hall, Living Room Dining Room. Tho the 1st thing I had them replace was the Kitchen & entry vinyl flooring. Then the place was sold... new owner had vinyl flooring planks installed in All but bedrooms & kitchen entry. Few months later they replaced the Carpets in bedrooms. Then came New Refgerator, Garbage disposal, New A/C Heater... Just last your they painted the Walls of the Living room Dining Room Entry & part of the hallway. Handicap Commode. Roof. I think that all.
It is always much harder with a tenant in place. Most tenants also dont want to deal with it.
But we dont know your tenants. Some would be real excited and really want these improvements. And would be more than happy to put up any problems.
I have had both types of tenants.
I would only do it if the types that really wanted it. And thought I was doing them a big favor. So they are not put out if a little mess or a problem comes up.
Works great when you can do it. One less thing to do at turnover time. And allows you to rent quicker.

Are they willing to move all of their furniture out and then back in again after the flooring is finished? That includes everything in the closets because flooring gets changed in the closets, too.

Why not blame a tenant if it has more to do with them.
In our case, we supply a tenant with a place that looks close to new or in great shape.
Again so much easier to do work when place is vacant. So anything that looks like it will be a problem in the next couple of years. Get repaired or replaced.
Our average tenant stays 8.5 years.
If anything does not still look good it is usually because of the tenant. My own home I have carpets that are 10 years old and still look great. Rentals may have out of style golden oak cabinets but still in great shape.
