Put your request in writing, certified mail. State that you believe your health and safety are at risk and make a clear, concise demand with a reasonable time line.
Then give the landlord a fair chance to do the right thing. If he doesn't, contact you local Tenant's Council (or whatever they call it there) for advice on your further options.
