If the police are being called on a regular basis, I would say that she is entirely justified. Even if it were a LEASE, she would be justified in breaking it, since the owner is doing nothing to remedy the situation.
But really - if she's really in an unsafe situation, why should she stay there any longer?

Your right, of course. One tenant cannot force another to stay... however, unless management agrees otherwise... all three roommates are on the hook untill the unit is vacant and security deposit/damages are addressed.
Be very careful when you sign any agreement with someone... renting, buying a home or car, credit card etc. That decision can follow you for years.
Management is treading on very dangerous ground by taking sides between adults on the same rental agreement as they are all equals per the contract.
