If you pay of your creditcard in a partial amount and not full, interest will be charged for the outstanding amount and the same counts for a LL to do so for the amount that is late + late fees. A partial payment can't evict you but doesn't prevent you from all kinds of fees.

if a pipe breaks out side of the rental home, is then repaired by the landlord, who is resposible for the water bill of 500.00 over your normal monthly bill of about 30.00?

The LL. This would normally be addressed in your lease agreement under "structural maintenance" so check that and also your state landlord/tenant laws.

Depends on when the tenant is reporting the issue to the LL. If the tenant fails to report the break of the pipe within a reasonable time frame, the tenant can be liable for a certain amount. The LL is only liable for the time between the reporting and the repair of the broken pipe.

$ 500.00 seems to me that the tenant failed to report it in a timely matter to avoid the costs of lost water to be lower. You can't blame the LL for that.

My brother is late on his rent, landlord gave him 3 days but not written, doesn't she have to do it in writing and how long does my brother have before she can evict him

I v been living apt for 3 years. Good rental history never paid outside of the month due. 6 mths ago, i started noticing raggedy people moving in, then i found out they pay $110 less than me . I went to office asked are we now sect-8 or rent subsidized, they said no. Ok but.ok ok...my lease is up in december. Am going to pay less, they said no you and old tenants have to pay same rent, the market is low so we have to offer cheaper rates to get new tenants, but old tenants cant get the deal, not even at new lease time? She said no ...new tenant pays 650 for 2 bed room, i pay 760 and my new lease will be 760,.. That s just not fair....i dont by food..cant by clothes, go no where, no car insurance..not fair, what can i do? ........oh apt bank owned since last year, management co i think works for the bank..,

Is there a question here? What the management company is doing may not seem fair but unfortunately it's perfectly legal. You could always call their bluff and give them notice to quit, then reapply but that could backfire.

No, but I'm not a lawyer and maybe you should talk to one. You can probably get a low cost/no cost consultation through your local Legal Aid offices or the local bar association.
