Well, Monday night my sister's landlord called her. Apparently the bank was coming to look at the apartment (duplex actually) Wednesday morning at 8:30. The landlord didn't tell my sister why the bank was coming. She also told my sister to have the place spotless.

A few questions:
1) Does my sister have a right to know if the apartment is being sold or foreclosed upon? Or why the bank is coming to look at it?
2) Shouldn't the landlord have given her more than a couple days to have the placed scrubbed clean? My sister works till 6. She doesn't have the time to spend all day cleaning. Some more notice would have been nice.
3) Couldn't the landlord have possibly worked out a time with my sister and the bank to come look at the place? At 8:30 my brother-in-law (who works nights) is usually trying to sleep, and my sister is at work.

My sister has had 2 different landlords in her life. Neither have been fantastic. Is there such thing as a good landlord?

Sounds like the landlord is refinancing the mortgage.

No, your sister has no right to as why the bank is coming. Should her rights to the property be in jeopardy, she'll be notified.

Yes, only a couple of days notice is perfectly common. Most states say a landlord can come in at anytime with a 24 hour notice. A few are 48 hours. As far as having it spotless, there's no legal requirement that says it has to be spotless, but she does have a legal responsibility to keep it clean and in good repair, so I would be especially careful to make sure it was that way anytime the landlord need to see it.

Typically, when you're dealing with a bank, you're at their mercy. When there are 3 parties involved, it's difficult to accomodate everyone. So it's not unreasonable that they didn't work out a time with her.

The landlord doesn't sound like a bad one. Everything he's done is reasonable. What it boils down to is that your sister is living on someone else's property and she has to be flexible in certain circumstances to accomodate the owner's needs.

Yes, it does sound like an appraisal or inspection due to a refinancing. While more notice would have been nice, 48 hours is the norm to tell a tenant that the owner, landlord or one of their agents needs access. Perhaps he didn't have much notice either, from the Bank. They're not going to open drawers and look under the bed although they will probably look into closets and cabinets. Just tell her to tidy up as best she can and not sweat it too much.
