We only hear children when they are coming home from school, but we've only lived here for 2 weeks so far. If they were playing in the hallways, I would have an issue with that.
You can always call social services on the parents without getting involved and they can deal with the issue with the tenant and landlord.

You really advised someone to call social services because kids are playing in the common areas? Wow..as if social services is really going to respond to something for trivial

Unless the community has rules, posted and written, that prohibit kids from playing in these areas; there's nothing the tenant can do.

Common areas are just that...they are areas that are accessible by ALL the residents...including children.

I lived in a place that had issues like this. There was a playground and the kids would go out there... and not only play there, but also in the middle of the street. Kicking balls into the buildings, into vehicles parked there (as parking was right in front of the playground), getting in the way of traffic and screaming... not just making normal child noise, but screaming constantly like someone was assaulting them. All this despite the posted rules on the playground saying "No yelling." They also began ripping the stone work off the grills in the area.
The complex had a courtesy officer, but the kids flat out said that they didn't care what he said because "he doesn't control me."

One expects children to play, but when the noise level is incredibly high and they become destructive, there's a problem.
