This is a weird situation...

Can evictions show up on your record if they don't belong to you? In this case, the person listed as evicted has a very similar name, but not the same name.

I am wondering how this information is searched by rental agents. The applicant has proof that he was not living in the state where one of the evictions occurred at the time. The eviction was apparently searched by name and SSN together. I am wondering if these evictions belong to someone with a similar name but maybe had no SSN on file, if the rental agent searched both fields simultaneously and did not cross reference?

The applicant is sure that this is not him, did not live in the state at the time of one of the evictions, has never co-signed for anyone, and the evictions are not on his actual credit report. He hasn't had any problems with stolen identity as far as he knows. The rental agent has seemed rather uncoordinated and "new at the job" in our experiences with her so far, so I am wondering where to go from here.

I would go back and have a credit history pulled up and check if it is on there on not and if so file a fraud report....

Eviction on your history is very bad!
