Is my management being fair with this? (apartments, lease, tenants)

I originally moved into my apartment in August and signed a 6 month lease paying $950/mo. About a couple months later I received a court notice saying the complex was in violation with code and things needed to be updated. This has led to months of repair men coming into my unit drilling holes in walls and turning water off (many times without notice) and a couple times even coming into my unit without notice. About half of the tenants moved out and they have been gutting out all the vacant units and have finished a complete remodel of them. Including: new floor, air conditioning, all new kitchen appliances, etc.
Well I received a notice today saying that they will be allowing people to move into the new renovated units, BUT they are requiring us to sign a new lease, a one year lease, even though I am on month to month since my lease expired in February. Also I would have to pay $975/mo (paying $950/mo now)
Now I could just stay in my current unit and endure the constant remodeling, but there is going to come a time where they will need me to move out because they are required by the government to add new floors.
Does this seem fair? Should I have to sign a year lease if I want to move out of my unit, which looks like a war zone? Anyone have any advice for me? I'm 19 and just moved here (LA) from Iowa and am not experienced with this sort of stuff.
Just as life, there are things that aren't fair. They just renovated the apartments therefore I think the extra $25 is justified. Hell I would pay that and go through with moving just to get rid of the handymen in and out. You are month to month so you can move anytime to another apartment. It seems as though they have no choice as to repairing you just got the sh*t end of the stick.
This is the time to negotiate your move to another fully renovated unit and sign a new lease.
The renovation process will continue until every units up to code specifications. The noise level will eventually subside, but you wont have the coming and going in your rental.
$25 increase for an updated unit isn't unreasonable, rent generally increases with renewals.

If you don't like to make frequent moves and don't anicipate leaving you could ask for a 2yr lease at the old rate, everythings negotiable with the right approach.
You said you are on month to month at the moment. Seems perfectly reasonable to me they would want you to sign a longer lease. Of course you can always say no and find another place to live.
I also think you have a choice. Move into the new unit and pay the worth it increase in rent, or move to another complex. If you do not sign a lease, they can say move out of the complex altogether. Try negotiating for a 2 year lease or staying month to month in the new unit. It may be more than$ $975.
