The first logical step (if you haven't already done so) is discuss this with your landlord. Maybe until you have your own home you shouldn't have pets. Why are you even thinking of "getting a dog" when you already have one which you apparently didn't bring with you?

Because my parents kept him. And they dont want to split him and their dog up. We tried to keep him every now and then and they were both really upset so there for my parents now have 2 dogs

It's hard enough trying to find a rental with two cats. I strongly suggest that you forego adding a dog to the mix until you have your own place. If you want to enjoy the companionship of a dog then yours is at your parents' house and you can visit him there - or you can go to your local animal shelter where the dogs are always ecstatic to have someone visit and give them some loving. Dogs and cats live long lives, they're not disposables and, unless you can make that firm commitment to care for them for the duration, please think carefully. Thanks.
