According to a JTA article article, "A Jewish retirement community in Ohio has opened what it is calling the state’s first shelter for abused elderly."

Formed in 1997 by the merger of two long time Cincinnati Jewish nursing homes, Cedar Village is a not-for-profit retirement community, located in Mason, Ohio.

Interesting and probably much needed.

Is this place "affordable" (income-based), or yet another high-priced spread?

If I understood correctly what I read in the link, the shelter for abused elders is on the site of a long-term care facility. So in a sense it's a long-term care facility with a twist - the twist being the existence of a shelter which is (presumably) not identical to the care facility but probably sharing certain features.
