Living close to, but on the dry side, of mountain ranges can have its advantages...as you have noted. The east slope of the Cascades and the volcanic mountains in OR and the Western slope(s) of the Rockies have some nice places where the cost of living is not too high (compared to the other side) and there is good access to winter and summer recreation.
