I receive a very minimal payment from the government of $145 per month, for a few years now. All of a sudden this month payment was $134... has there been a general decline? Is it only me? Anyone know anything?

I assume that you will get a letter in the next few days explaining the reason.

Did you enroll in Medicare Part B or D? There is a deduction for those. Call SSA.

I would give SS a week to get you a letter. You would think they could have sent the letters out a few weeks in advance but that has not been my experience.
