Tough question.

If you could retire to a safe place
a place with low taxes
a place with little civil unrest
a place friendly to foreigners/expatriots
a place with affordable housing

where in the world, yes the entire world would you choose????

well, struck out, I guess the place doesn't exist. If it did I guess we would all be there.

That's right; if the place did exist, and it's existence became known, then it would rapidly become over-crowded and the cost of housing along with taxes would go way up, then it wouldn't be that ideal place any more.

Anyway there are issues of definitions: How low are low taxes? "Affordable" housing compared to what? (Compared to New York City or San Francisco, almost everything is affordable.) How safe is safe? (Probably no place in the United States is completely safe). And how about small towns versus cities? I think small towns would have to win on the listed criteria, but then there would be issues of cultural opportunities and proximity to airline travel and to major medical facilities.

Despite all these things, and despite my lack of knowledge about its friendliness to foreigners, I am going to go way out on a limb (probably to have it cut off, but that's O.K.) with a wild answer to the OP's question (if we are talking cities): Little Rock, Arkansas.

No, I've never even lived there, but I've visited a half dozen times (average length of stay about 4 days). Let me make a list: relatively mild weather (snow and ice are rare, humidity present but not at all like the Gulf Coast), Arkansas a tax-friendly retirement destination according to Kiplinger's, small enough to have very mild traffic congestion (or none at all compared to Atlanta, St. Louis, Washington, D.C., or Los Angeles), some (admittedly limited) cultural opportunites such as foreign films and live classical music, cost of housing reasonable (again, depending on your perspective), most decent neighborhoods pretty safe, regular air connections and major medical facilities available, the scenic Arkansas River with walking paths on its northern city limit, and civil unrest just about unknown.

I guess I did leave out a few things. Looked at Bella Vista, Ar, but too humid, housing was very affordable, and low taxes. Little Rock has too many tornadoes. Looking for a small town.

Housing affordable, as compared to Texas.

Actually prefer international locations.

Thanks for your input.

lived in anchorage for 3 years in the early 80's, the cold was not bad, but didn't like the darkness.

There isn't enough money in the world.

But keep in mind that I'm originally from Miami, so anything below 65 is cold, lol. And where I currently live, it will be a nice and balmy 103 today.
