In my opinion, you're crazy, man! Federal Hill is a dangerous neighborhood. Federal Hill may not be as dangerous as some impoverished ghettos in Richmond or the Hampton Roads, but it's one of the most dangerous neighborhoods in Rhode Island. In addition to being crime-ridden by New England standards, Federal Hill is a very impoverished neighborhood and it is very densely-populated. In fact, I just read somewhere recently that Federal Hill and Olneyville are among two of the most densely-populated neighborhoods in the United States! The Federal Hill neighborhood may exude some Old World charm, based on the architecture and the infrastructure; but that Old World charm quickly fades once the sun sets and the street lights come on.

However, if you're searching for a walkable community (in the daytime, at least) with great restaurants that's in the middle of it all; then you've picked the correct neighborhood. Good luck.
