all it says is they are spending the Federal funds,
can you find anything specific about how the
money is being spent ?

Outside of all the rhetoric, there is only this below concerning how some of it
has been spent, nothing about how the remaining bulk of it will be spent.
Below, they loosely say how 7.45 million was spent, but nothing about
the other 13.85 million has already been spent.
My guess ? union payoffs, executive salary increases, sweetheart backdoor
deals, new positions for the politically connected, etc.

In 2010, the state received $75 million to implement a series of new education initiatives. So far, the state has spent $21.3 million of that grant, including $4.1 million to implement educator evaluations, $2.1 million for transition to the Common Core State Standards and for curriculum development, and $1.25 million to develop data systems to improve instruction

Btw I noticed that about 10X as many students from Cranston West nowadays
make the "honor roll" than the number when I graduated in the 1980's...
::snicker:: must be that kids today are just so much smarter ! right ? right.

Well, you have no proof of that of course. Just more fantastic claims with no substantive evidence to buttress them. And your last guess involved Scandinavian scientists simulating gay animal sex in order to assert a politically correct argument. So I, for one, don't find your guesses particularly compelling.

I've been here a decade man. The state isn't that big and you have no idea what my experience here has been. As usual, you're making massive assumptions.

BTW, even if you're correct, it establishes absolutely no proof whatsoever for your original assertion.
