The parking issue is a city problem, not just a West End problem. Lack of parking is prevalent on the East Side. Many residents rent garages for parking is not provided with the apartment they rent. BTW, you can't park overnight on the street. The fine is now $15. This is for those seeking Providence info.
As for crime, it is a city! The East Side has crime. Camp Street and Fox Point are not pure. Yet they are diverse areas where working poor live with students and professionals. Brown and J & W students suffer just as many muggings or breakins as anywhere else in the city.
The West End is defintely on its way up. The Rising Sun in Olneyville is practically sold out. Other former mills have been converted to condos with great results. New condos are being built on Atwells Ave and others are proposed in new construction such a Metrolofts and Della Torre. The Cuban Revolution, a down city restaurant, has opened a second location in Olneyville and Seven Stars bakery has opened a second location on Broadway. This is a bakery/upscale coffee shop from Hope Street on the East Side. You get all this at a much lower price than the East Side or Elmhurst area. Sure there is crime, but Providence crime does not equal that of most other cities its size.
