Just because it's not handicap accessible doesn't mean it shouldn't be used. If there's other HC accessible entrances, then open this one up to folks who want to use it. It is a door, right? Personally, I think it's to help keep all the felons that work there locked inside.
I think that there was a major review of the access to public buildings after a rash of shootings some years ago in which receptionists etc were especially vulnerable. I worked in a public building at the time and the access to the building was reviewed and altered "for security reasons". I don't think it is a "lame excuse"; it was a reaction to an all-to-real reality of modern times. The shooting at the Newtown School is an example of why access is a sensitive issue.
Of course the public has to be able to access public buildings.....but employee safety is also a paramount issue.....especially government buildings which are easy targets for kooks, cranks and neer-do-wells.....with guns!

In 1995 the government passed regulations that all federal buildings have high security after the bombing of the Murrah federal building in Oklahoma, and updated the regulations after 9/11/01. The federal building at KPlaza after 9/11 was the first to put in walk thru metal detectors and security guards; Family Court and others in Prov. followed. All federal buildings in RI were closed for about a week after 9/11.

I agree. I'm totally over hearing about petty issues like no jobs, a broken school system and streets going unpaved. Sometimes it takes a Manhattan transplant to remind us of the important things, like not being able to use the steps you want at city hall.

And sometimes it takes a non-resident from Mass. to re-frame the conversation, especially a non-resident who is deeply, passionately in love with the state, in its potential for progress, and is self-evidently sympathetic to the State of Rhode Island.
