And that fact was correctly guessed from the outset.
No sir, the actual correct answer was guessed on the second try. Newport HAS the highest paid "mayor" in RI. There is no gray area here, it is indisputable. The OP even admitted his lack of knowledge of RI and of local government structure. It was a poorly worded poll (for what seem to be it's intent anyway). No reason to mock those who are just pointing out the facts.
A town can have a mayor - although they usually don't. West Warwick used to have a mayor and it wasn't a city.
True; Braintree, MA calls itself a "town" but has a mayor and city form of government. None of the towns listed in the poll however, have a mayor. They are all true "towns" with a town council/selectmen setup and a town manger or administrator. Totally different animal. The poll also did ask "which city".
Nor could I possibly care less. These are places outside of Providence -- what interest could I possibly have in how they organize their government? I mean, other than Providence, I don't give a rat's ass. More specifically, outside of College Hill and downtown, the rest of the city and all of the state could fall off the map and it wouldn't affect me one God damned bit. Nor would I really care.
The funny thing is the most of the state says the same thing about Providence !!
