Why do I keep coming back to RI and Eastern CT? It's too cold, too expensive, but dang...here I am again. When is the best time of year to visit your state? A roadtrip seems in order.
Personally, I love RI best in September and early October. Early September is like summer without the humidity and we usually get some beautiful weather. Later September and October might require a sweatshirt or light jacket but it's still very comfortable. I love how the air feels crisper and cleaner in the fall. I love the foliage, the Scituate art festival on Columbus Day weekend, the apple cider....all those quintessential New England things.
I agree about early September. In a typical year, I love the weather here from late March through November. If by good weather you mean warm, then June-September is your best bet.
I would say that it really depends on what you want to do out here -- if you love the beach, come about June or early September. If you like the new growth, flowers and budding trees, come in April or early May. If you want to see the fall color -- obviously, come in fall I won't even suggest the winter because it looks like you really don't like that time of year!
My personal opinion -- I have been in Rhode Island for 6 years now and no time is a bad time -- because even if it is bad for the moment (high humidity couple of weeks in summer, cold snap in winter) it will always be good again and it is definitely more good than bad out here!
I was there in mid-September and thought the weather was perfect. And this, from a California visitor.
I look forward to visits in other seasons, too, though, especially after reading the above posts.

Yes, very good point. Our weather is definitely transient. If you don't like it, wait a minute.
