Things may have changed since then, but most Rhode Islanders I know receive their auto insurance policies through higher-cost insurers such as AMICA and MetLife.
I had Progressive in Rhode Island for about a year and half before switching to Amica, which was significantly cheaper. Google suggests that both GEICO and 21st Century both offer policies here as well.

I've had Progressive for years and had Geico for six months or a year many years ago. I recall that sometime in the 1990s Progressive was the only insurer in Rhode Island who offered risk pool insurance.

Why are some paying so much? I am only paying $1700 year on insurance for a 2008 Passat. How could other be paying so much more on a 2013?

Same thought I had, even in MA I was paying $400/yr for my vehicle (with full coverage it would have been maybe $700).

Agreed, I'm paying signifigantly less than that to fully insure two cars.

It all depends on the year, make, model of your car and which city/town you live in.

New Honda Accord in 2002 had a tax bill of $1800 ! and full insurance coverage was close to $1100 a year. Here near Asheville the following year the tax bill was $145 per year. New 2013 Honda CRV now, tax $280 per year. Full coverage insurance per year $568. Makes you wonder where the money goes in RI. And the roads here are well maintained and pothole free. No wonder half of the northeast is invading the south. Similar low taxes and insurance in SW Florida. But in FL, you pay your prop. taxes once, when you register the car.

It's funny. When moving to ME this past spring; in three of the places I looked at, the people moving out were all bailing to NC! Seems to be the place now, and I think this past winter was really the last straw for many in the Northeast.
