As of February, it has gone up to 10.8% according to the BLS. And yes, true unemployment is higher, but you need to carry that across the board to EVERY city. For instance, you want to tack on approx 40% more to the unemployment number to make it a majority. Does that mean in places like Seekonk, for instance, where it shows a 3% unemployment rate, the true number is 43%?
Not that simple. You have to take into account the number of people totally out of the labor force, like people on disability (notoriously high in Fall River). It varies enormousy from town to town.
Divide 38,000 by 88,000, and tell me if it is greater than .5 or less than .5. Let me know if you need help.
Nowhere does it say 38,000 are unemployed. Rather, as of February 2015, 10% are unemployed. That is around 9,000 people. Granted, as we all know, there are more who have stopped looking, etc. But are there almost 30,000 more? I find that hard to believe that the numbers are that far off. If that was the case, than it probably holds true nationally, and we have 150,000,000 people out of work instead of 30,000,000.

The numbers still don't jive. C-D is contradicting itself. It says that roughly 10% are unemployed, yet shows your number of 38,000 or so a few times in the data. I am assuming that those 38,000 live AND work in Fall River? Based on the first line, 79% of Fall River residents work in the county. That alone is more than the 38,000 referenced below.
While actual unemployment may be hire (e.g. people who have stopped looking for work but are able bodied), the big problem with this train of thought is that not everyone is available to work, even if they wanted to, e.g. a five year old or an elderly retiree.

Remember, that 38,000 included both FT ad PT. Pretty scary, but if you've ever visited the city this would not surprise you.

But when talking about whether the majority in the city work (or not), it is very cut and dry.
