West Warwick is a town, not a city. The article didn't mention any specific towns or cities.
Do you technically have to be a city to be eligible? There are only eight cities in Rhode Island: Providence, Central Falls, Pawtucket, Warwick, Cranston, Newport, Woonsocket, East Providence (which I didn't know was a city until I looked it up just now -- I thought there were only six). Providence doesn't seem like the kind of place this program was meant to help (too big and economically diverse), and Warwick, Cranston, Newport and probably East Providence seem too well off, even if they all have pockets that are struggling. That really only leaves Central Falls, Pawtucket and Woonsocket, all of which are probably tailor made for this sort of thing.

Don't think so, although all 20 municipalities in Massachusetts determined to be eligible are cities. If RI used the same criteria, WW would be ruled out based on low population. That's why I pointed out that they don't fit the profile of being a "small city", but who knows. I think Woonsocket and Central Falls could use it more.

CF is less than 35,000 people. It is even smaller than WW.
For the record, everyone talks about West Warwick like it's this hole, but it doesn't seem so bad to me. It definitely looks in better shape than Central Falls, Woonsocket and Pawtucket. The center of town could be prettier, but really, it just seems industrial -- the industry has to go somewhere.
