Don't know, but I believe all of those houses on Portland Street and Somerset Street are connected. They all share the same fence, and there was an entrance to this area on Hayward Street.

I think it was subsidized housing. Basically projects with a different layout. That's a dangerous area, BBMM.
Looks like the same thing on the other side as well (going towards Pearl St.). My guess is some real estate investor had bought up several of those blocks at one point, and let it all go to $hits. Probably somebody now bankrupt, and/or ran off with his Section 8 money to Grand Cayman.

I don't know. The fence, private road, and the house colors (orange & green) suggest to me it was gov't owned.
Morning Star Row and Cornplanter Row (between Pine Street and Friendship Street) have a somewhat similar layout. Nearly certain it's public housing and all connected.
Idk how that’s an apartment complex it’s rows of traditional 2 and 3 family New England style homes. Weird- looks well kept.
