Speculation by you, in areas where you have no expertise. With only a serious crime fetish to guide you. Because otherwise, you have no idea what you're talking about.
Residents leave some of these neighborhoods far more often because of noise, rather than crime.

Unlike you, I've lived in Providence and I've dealt with the noise. At one of my apartments, the people upstairs BLARED Hispanic music from 8:00 am until 8:00 pm every single day for a year. Thankfully it was only one year, but that year was a living hell. On top of the music, they were extremely filthy people...cockroaches were coming through the ceiling. And on top of that, the lady upstairs had many different men coming and going all throughout the night.

It's not being addressed since we have a police shortage and also a rather "lazy me" Providence police force. This has been an issue for years. I think a lot of it has to do with the Providence Police Academy being separate from other police training in the state. This academy was established politically.
I have personally seen Providence police littering, observing people running stop signs and not going after them, etc. etc. Theft complaints are often met with "sorry lady, but not much we can do about it" comments. I have also had to cite an ordinance to a policeman who had never heard of it.
Having observed police behavior in other states, from too eager to about right, I'd say Providence police have been lacking for decades.
There you go again. For anyone new here: I have lived in Providence. In Elmwood, as a matter of fact. And, I have never owned absentee rental property - anywhere.
