I will be moving shortly to a renovated 1919 office building in the City Center neighborhood of Richmond that has been converted into modern apartments. I would like to know the average cost of utilities for a 700 sf apartment in a mid-rise building (14 floors total), single occupant, normal consumption (not wasteful). I cannot find this information directly in the utility company websites. What I find there are complicated calculations that escape my comprehension. Some utility companies elsewhere (not in Richmond) are good enough to publish historical averages for a typical household, which are easier to understand. All I want is a typical monthly bill sample, stating the lowest and highest you paid in the course of a year (which will include the 4 seasons). I only need to know the highest and lowest you've paid for:

water
sewer
trash (included in my rent, so this info is not important)
electricity (all electric apartment used for central heating and airconditioning, stove, energy-efficient refrigerator, lights, washer/dryer, typical electronic goods and small household appliances)

no gas energy used

You don't need to average your costs. I just want your lowest and highest bill cost. I don't want unpleasant surprises when I move in. A good guess based on your own experience would be sufficient.
