This story was reported in the spring of 2014, but it seems like the only Whole Foods in Metro Richmond is in West Broad Village. What happened to the Fan location? Has it been called off?

No one except the developers know, unfortunately. The Whole Foods was supposed to be part of a larger retail project (the "Sauer Center") and I'm wondering if they're having trouble getting other tenants/vendors on board.

per fairly reliable report, it's still happening, and was delayed by redesign (parking in back, not in front of store)

Awesome, like the idea of parking being in the back! Gives a more urban feel for Broad St.
