so then what is the mailing address of a house that says Chesterfield ? Richmond?

It can be either Richmond, North Chesterfield, South Chesterfield, Chesterfield or Midlothian, VA depending on where in the county you are located. I'm sure I missed a few. I wouldn't get too wrapped up in mailing addresses here. It can be a rabbit hole. Also, Hopewell isn't a suburb of Richmond its a city with all of its own city issues. It isn't especially connected to Richmond either besides being 20/30 min down the road. That area is probably more connected to southside VA.

It's possible to see "Colonial Heights" and "Petersburg" addresses used for places that are "South Chesterfield" (in 23834 and 23803 ZIP Code areas, respectively; Virginia State University (23806) was also commonly addressed as Petersburg).

Just west of the city/Lakeside might be a good bet.

Also, there are 3 good elementary schools in the city. If you find a place in Fox, Munford, or Holton I would say you could stay in the city until 5th grade at the least. I happily sent my child to Fox, though I've moved her to private school for middle school
