the rest of the references are Snow Creek and Roanoke.

Know Snow Creek but never heard of Lobelia. Some old communities have gotten phased out through the years. Sometimes in re-development, sometimes just in name changes, sometimes just dropped. Don't give up though. Someone may know.

There is a Lobelia in West Virginia, in a county that borders Virginia.

I couldn't find anything online -- aside from the WV town.
Everyone else in that line seems to be somewhere in Franklin County.

During the summer of 1863, there was a couple of formal shuffling of borders between Virginia and West Virginia. Some locations in Virginia were given to West Virginia. So, a pre-1863 Virginia location could now show as West Virginia. You can look up the info by searching along the lines of Virginia to West Virginia land transfer of 1983.

Good question. I never even heard of Monroe. If no one answers here, you may want to try to find a map of the area made before 1963. There are also some good books on the history of the lake, although I don't know of any specifically. I do know that Carter Island got buried. It was located between Bedford and Franklin Counties but not sure which one claimed it.

Another idea would be to contact a Franklin County Library, Historical Society or the Court House for some records.

Regarding "Lobelia", I did a Google search in BOOKS and found Lobelia referenced as a 'post village' in Franklin County, VA and as an 'extinct' school. Then I found this image of an old map that pinpoints Lobelia. Look below the capital letters K and L in FRANKLIN.

Great find is right. That map also shows "Patti". An old community that I'm familiar with that the average person around here has never heard of. Out of coincidence, it is pretty close to Lobelia.
