I'm currently on a month to month lease. I gave my landlord a 30 day notice on September 20th, stating that I will be moving out on or before October 31st. If I move out by September 30th, do I have to pay rent for October?
Any advice will help.

If nobody here is your actual landlord, then you should be asking your landlord.

I am a landlord. This is not legal advice. Just practical business experience.

The 30 day notice provision protects both you and your landlord. You are legally liable to pay your rent through the end of the notice period. However, your landlord has a duty to mitigate losses, meaning that if he/she finds a new renter for October then the rent that is paid must be treated as a credit against your obligation.

Talk to your landlord about moving out early and discuss various options. Typically, if the tenant works with me and allows me to show the apartment, I do everything I can to rent the apartment as soon as possible and thereby release the tenant from the last month's obligation.
