As much as Frontier speeds suck compared to Time Warner, I would take them any day over Time Warner for my home connection. Yes, Time Warner is fast, but they just love gouging their customers. Their customer service is horrendous too. Not that Frontier is much better, but when I really had a problem with my DSL and it wasn't resolved, I was able to escalate it to the general manager and now I'm getting very close to my advertised speed (~8mbps). Good luck talking to a local Time Warner guy in Rochester. I got the run around about my bill for 3 months before I just had it. To add insult to injury, when I called them up to disconnect my service, they tried to offer me 6 months of discounted service to stay. Umm... they overcharged me for 6 months and now that I want to disconnect they will essentially fix it for 6 months and act like they're doing me a favor?
