The cost of living Upstate is significantly less than Downstate thus the salaries are lower. What does your girlfriend do for work? And remember, she could find a job in Rochester which is about a half an hour away.
Why so cheap? Well, to many Upstaters Canandaigua isn't cheap. Long Island is VERY expensive compared to the rest of the country in general. Nothing costs as much Upstate.
Yes, you could end up with a $300 electric bill if you move to some place with electric heat. AVOID THAT! Most places in the city have natural gas for heat which really is the best as it's the cheapest and you don't have to get it refilled like propane or oil and it doesn't stink or make a dusty mess like oil.
No one can tell you if you should move. I would advise you to visit several times throughout the year for several days each trip to see what you find out for yourself. There are many other towns in the Finger Lakes as well. Lots of wonderful things in the entire area!
There aren't maintenance fees on apartments. You'll find them on condos, townhouses, places with an HOA.
Property taxes are all over the map. Depends on the age of the house, how many bedrooms/bathrooms, square footage, lot size, if there's a water view, etc. Check out realtor.com and you can see what's for sale and get a rough idea of what property taxes are.
