I live in a studio apartment in Rochester New York and with the weather getting hotter neighbors are starting to use their air conditioners. I personally don't use mine though, since I keep a tower fan by my bed (this helps keep my energy bills rather low).

Problem is the air conditioners create a rather loud humming sound that is clearly audible within my apartment. Does this strike anyone as being unusual? Since the air conditioners are rather old I thought perhaps they might be producing louder than normal decible levels. Thanks.

Just kind of the nature of the beast living in the city with all the houses so close together. Best you could do is mention it if you know who lives in the apartment with the offending AC and hope they can dampen the vibrations better or something. Personally I find a box fan in the window, on high, drowns out noise pretty good over the summer if there's something obnoxious going on outside.

If I put the pre-installed apartment AC on high fan mode would this be significantly cheaper than high cool mode? I really don't need any extra cooling, as the tower fan provides more than enough cooling.

Prior, that might help a bit with noise and not spike up your bill. However, you'll likely notice a slight increase. Perhaps it's worth a try for a month.
