Seems like you have an agenda here. Nearly 50% of Carnegie Mellon's student body here in Pittsburgh is internationally-derived these days, and it has helped to attract major offices here for Google, Apple, and UBER along with smaller offices for Facebook, Intel, Microsoft, and Disney, as well as many spin-offs and start-ups.
Carnegie Mellon is ranked in the top 6 for national universities with the highest percentage of international undergraduates, with students from outside of the United States making up 21 percent of the degree-seeking undergraduate student body in the 2014-2015 academic year according to the U.S. News Short List.

I toured university of rochester and at least 50% of the students were asian, and most of them were foreigners who spoke english with a thick accent. What's up with that? Why is UofR accepting so many foreigners?
To answer your question: what makes the world go 'round? $$$$$$$$
I graduated form Rochester. They love foreigners, who don't get financial aid and pay the entire bill upfront.

Certain cultures are ambitious, focus on a good education, and don't cause problems (crime and drinking). It's really a win win situation for universities. I visited a college campus recently and was surprised at the difference in lifestyle. The majority of drunk students were white. The majority of students with backpacks going in and out of the library were Asian and Indian.
