Ikea is rumored to be looking at sites in Henrietta. It would be a great location near I-90 with Buffalo to the west and Syracuse to the east as well as I-390 heading into the southern tier. Ikea coming to Rochester area? Store looking at Henrietta sites
It would make sense, especially if they put it in Henrietta. You may get folks from say Corning that don’t have a nearby option, but would fit the profile of the type of consumer that would shop there.
In terms of distance, probably Toronto is the closest. In NY there's only 2 stores and they're both in NYC (Brooklyn and Long Island). Otherwise Pittsburgh is even closer than the NYC stores.

Ouch, our closest one in in the DC Metro area, in theory its about an hour away but realities with traffic make it more like a 2 hour crawl. Were waiting for the new store in Norfolk to open, same distance but 90% less chance of hitting the traffic.
Technically, Toronto, but you'll pay far more and then you have to pay to bring it back. Pittsburgh, Philadelphia, Paramus are all about 4.5 - 5 hours away. Drives me batty! When I lived in SC I was less than 2 hours to the Charlotte Ikea. And there was a TON to do up in Charlotte.
Isn't there a store in Ottawa as well? I think that would be in that 4-4.5 hours range as well.
also, I just looked it up and there appears to be a pick up and order point in Saint Catherines just west of Niagara Falls: St. Catharines Pick-up and order point - IKEA That is about an hour and a half away or so. Burlington, just north of Hamilton is the closest store: IKEA Burlington - IKEA

Sounds easier than it really is. Prices are significantly higher due to the currency exchange. There's also the issue of needing an Enhanced License or passport. Then there's the over the border limits. You can't just go buy whatever you want and bring it back tax free.
All of us aren't that close to the border either. It's 2 hours the edge of Niagara Falls from my house. I don't see the point in spending 30% or more. I'm better off driving a few more hours. I also can't get back into the US if I leave.

Good points, as these things would be an issue for many up here.
I also wonder if the Waterloo Premium Outlets could be another good option? I only mention it due to still being in the CSA, it is close enough to another sizable metro and it is in an area with its share of tourism.
