I saw on wiki that the demographics of black folks increased between 1990 and 2010?

What is the story behind this? Are black folks moving in or is the population decreasing in other groups?

I don’t know much about African American life in upstate cities so I’m curious to know!

For almost ten years ACT Rochester has tracked data along the lines of race, education, poverty, etc. This doesn't fill in the gaps about the 1990 and 2010 time period you were looking for but can offer some information about the current year-by-year, county-by-county statistics, with population breakdowns and a lot more detail. It's interesting reporting.
