Don't you think that Mayors in overwhelmingly Democratic Cities, who don't have to worry about being reelected, become complacent?

Some do and some don't. Again, people are getting so caught up in political party, when a leader still has to serve their community properly, regardless of political affiliation. You can be a Republican mayor and get complacent. Complacency doesn't have anything to do with political affiliation.

I also think the residents of a city have to make politicians accountable to the community they serve, at whatever level that is.

As you can see from this article about mayors from the 50 largest cities: 70% are Democrats, 26% Republicans and 4% Independents Leaning Democratic. Than means approx 3:1 ratio Democrats to Republicans
