By the looks of him, and by his behavior, he's an uncastrated male (buck) and he was likely in rut and looking for some female companionship.
Besides that, NO goat should be alone without other goat company. They are herd animals. When I was selling baby goats, I wouldn't even sell a single kid to anybody unless they had at least one other goat already.
Poor thing. I hope that woman wises up and finds him a new home, someplace with other goats. He should also be castrated, unless he's got some great bloodlines in him (which I doubt). Everybody would be happier - including the goat.
