Alta is Latin meaning high. Alta Arden Expressway is a road that runs parallel to Arden by the mall allowing you to bypass (some of) the traffic.

In general, no. I mean it's not really an area, so I assume you mean it's on or the closest major street is Alta Arden? I had a friend who lived in some apartments behind the Target (Alta Arden and Fulton). His place was not bad, definitely working-class but respectable. But the area is mostly low-rent strip malls, muffler shops and fast food joints. If you go farther east towards the hospital it becomes more residential and less scruffy.

That area looks kind of worn-out, low rent. I would not recommend it.
