So I'm new to this trying to meet new people thing.. and I've tried the bar scene.. not too many interesting options there. Mostly drunkies trying to pick up other drunkies.

I'm looking for intelligent/spiritual people. Any recommendations?

Do you have any particular hobbies? You could look for groups in your area through meetup.com. Or go to church. Or take a class of some sort.

Drunkies need love, too.

Back when I was single and living in Sacramento, I also did the bar scene. I didn't look down on it, but I also wasn't very successful (and, of coruse, hard to find people with whom you have things in common in such an atmosphere). My best social contacts were probably with the Sierra Club Singles (not sure if the SC there still has a singles section, but that's not critical, really, since if you like their activities you can have fun whether or not you meet people), which had hikes, parties, weekly volleyball, etc., and the Unitarian Univeralist church, which had a "25-35+" group. One friend did a lot with Parents Without Partners. If you like to run (or walk) and occasionally drink beer, you could check out the Hash House Harriers Sacramento H3 (there was no such group in Sac when I lived there; I discovered such groups when I worked overseas). I also did volunteer work at the Sac SPCA shelter. Didn't meet a lot of people but still had a great time.

Tell us what you enjoy doing in your free time, and we might be able to suggest where to meet people. Spiritual in what way? Actual religion? Or non-religious, but spiritual? What part of Sacramento area?
