All the ones you listed without addresses should just be annexed into the city imo. They aren't real towns/cities anyway and already use Sac as their address as is.

I'm pretty sure you can mail things to Florin. A lot depends on whether or not they have a post office, obviously.

I have never seen "Florin, CA" on any address.

Maybe it is the post office thing. If your CDP has it's own post office, you have a mailing address?

I grew up in Florin and lived there for 18 years, up until around 7 or 8 years ago, there is no "Florin" address, it's all Sacramento. Same with Vineyard and Arden-Arcade.

I suppose it depends. I lived in Citrus Heights before it was an incorporated city, and people definitely used Citrus Heights as a mailing address. Did Florin have a post office when you lived there?

Usually it is dependent upon the location having its own post office in the past. Every community didn't get a post office. At some point USPS decided to add local branches and grandfather in the small town post offices. In other cases several communities incorporated into a single city. West Sacramento is a good example. The Bryte post office was opened in 1915. The growth of the Broderick/Washington area required an additional post office which was called Broderick. And eventually West Sacramento incorporated. The original Bryte 95605 zip code can be addressed as West Sacramento, Bryte or Broderick.

Yes there is a post office on Elk Grove-Florin Road just south of Florin Road
