Me. As long as it's sunny. Some fog is OK.

Well, Sacramento has better summer weather than both Las Vegas and San Francisco.

Las Vegas is much hotter than Sacramento and LV never cools as much as Sacramento does in the summer on a regular daily basis. In Sac, you can actually turn off your A/C for a good part of the day, everyday in summer not in Vegas.

And, Sacramento has better summer weather than San Francisco because San Francisco doesn't even have a summer as it almost never is above 79F and you can rarely enjoy a full sunny day with warm pool side temps. Sacramento cools dramatically overnight and in the mornings, but it doesn't stay cool all day long, nor does it cool into the high 40's and low 50's as SF does often in the summer. Sac cools down into the high 50's low 60's on average.

Current late nighttime Temp, Sept 12, 2018

Las Vegas 86F - Fair and Windy

Sacramento 61F - Slight Clouds

San Francisco 56F - Mostly Cloudy

Judging by how empty the beaches are in SF most summer days it doesn't seem like it's that many.

Sacramento Area weather is horrific. Forest fires all over the place.
Much of the State contains air pollution
Washington is probably the best bet.
