My wife and I are thinking of moving from Santa Rosa to Chico to live in a slower paced, less expensive area. We'd appreciate advise on where to look for a rental that has tree lined streets, is "quiet" and affordable (up to $1000). Also, I'd appreciate recommendations on a decent lap pool. I swim about a mile a day. Ideally we'd like to rent an older, charming small house. Your suggestions are much appreciated.

You aren't that far away, have you driven to Chico and looked for yourselves? Most rentals are on craigslist so you might check there: https://chico.craigslist.org/search/apa

i'd say Paradise- it's close to Chico but is really pretty and has lots of seniors (my grandma lives there). It's not only seniors for sure, but a really nice slow paced kinda place. People go into Chico for the mall.

It's kind of hard to find that in Chico for the price you want. You might find a 1-2 bedroom house for ~900-1,000/month but it may not necessarily be in an area that you would like. Sometimes there are diamonds in the rough that pop up on Craigslist and such, but for the most part the combination of "cute cottage on tree lined street", "1,000/month" and "quiet" don't always fit together here.

As a reference, the going rate for a two bedroom house is maybe around $900, but a good portion of that is going to be in university territory. The going rate for a three bedroom runs about $1,100-1,200.

Like jribe suggested, Paradise might be a better fit. The cost of living is a tad bit cheaper, the community is more oriented towards senior citizens but it's still just about a 10-12 minute drive up the Skyway from Chico. So if you're wanting to come down the hill for a night out or maybe to do some Costco shopping, it's not a huge ordeal.

Thanks Everyone for your comments. Much appreciated. We will be driving up on Tues. Someone suggested we look at the lower park areas. We will now also look at Paradise.
