I got carbon monoxide poisoning in my rental home. Landlord said she wasn't going to put a heater in the
home. Had to call Code Enforcement to make her do what any law biding citizen should have done. Would you call that criminal?

No, its more of an administrative penalty than a crime.

Possibly a cracked heat exchanger in the hvac unit, hence the comment regarding the landlord not putting in a new heater.
