look the LandLord still knows that A. we have a Dog, B. He barks at strangers, C. him moving the blockade would let the Dog loose , and D a Border Collie can do serious indoor property damage as ( couches torn up, TV's knocked down, killing our Cat)

They have this great, new invention to help dog owners - they are called 'leashes'. Tethering you dog to a long leash (or a 'chain run') while in the backyard is a humane and viable solution (if you ever get another dog).
