Yep, Stockton was the jumping-off point for the southern mines, Marysville for the northern mines. Which would you consider the placer mining along the American River--Northern or Southern?

Northern. Generally, things I've read start referring to the Southern Mines as Calaveras County and south. It really isn't important. It appears the reference to the "Southern Mines" historically was those locations south of the first areas of activity early in the Gold Rush, which was from around Amador County north. I've read of a few references published during the Gold Rush referring to the southerly areas as the "Southern Mines." in geological and mining journals. Then as time went on these journals would focus on one of the two areas calling them Northern or Southern. Anyway, that is my observation. I never heard of the "Central Mines" until you mentioned it. I came across a webpage using that term. It looks like someone just assumed there was a "central" without knowing much about it, or it just appeared to make sense. Here is a link to Google Books that uses the Cosumnes River as the north-south boundary, so this book places the division on the north side of Amador County, which was carved out of Calaveras County.

OK, heard the term a few times in reference to the three major jumping-off-the-boat points (Marysville, Sacramento, Stockton) but my Gold Rush history knowledge has plenty of gaps (typically more interested in late 19th/20th century stuff or specifically in the context of Sacramento.)

Both Sacramento and Marysville were jumping-off points. So was Oroville, which was the northernmost navigable location on the Feather River.

All of those counties are foothill communities, are contiguous to each other, and share very similar issues. It's a big enough region with enough population to warrant its own forum, IMHO.
Well, it looks like El Dorado County isn't going to extend the Prop 90 transfer past this year, anyway, so I think your suggestion of a "Gold Country" forum (or "Gold Country & High Sierra") is a very good idea, especially as it is an area which is popular with tourists from all over the world.

I won't buy there without the tax transfer ability, though, and I think that real estate prices should cool off a lot in El Dorado County in large part because of this. That's also good for buyers, but not sellers.
