I am thinking of relocating from new york city but am concerned about finding a decent paying job. Is sac less expensive than sf because the jobs pay so much lower? tia!

It depends on what you are looking for. You should be able to look at some employment sites to see what the salary offerings are here.

From my experience, entry level is 36K (not minimum wage), mid experience 50K-65K and management is 85K+. Obviously my opinion is subjective. More and more business is coming up from the bay area and relocating because while your condo/apt in the city might be 1000 sq ft and 950K for that amount of money you could have a 4500 sq ft house.

There are quite a single family homes in the area that are above the 1+ million mark here.

Default Pay in SF and Sac

I think the pay is more in San Francisco, because housing is limited due to the high concentration of people and this drives up the cost of housing and wages follow.

Sacramento has relatively low unemployment and is home to some larger companies. If you are from NYC, you might want to stay close to downtown. Much of the greater Sac area is suburbia.
